Photobucket is full of advertising and pop ups. No problems with flickr.

Photobucket is an image file dumping ground, that is fairly useful for hosting and allowing you to post photos on forums whilst keeping the Exif intact.
Flickr is a photographic community and primarily for sharing images within its own groups.
That's a massive oversimplification, and both have functions of each other, but the summary is based on their primary design and purpose.
At a basic level they are both free, so why not have an account with both and see which you prefer.

In one way I'd agree with you. Smug, Zen and self hosting all provide better options in photographic terms, but if you are just starting out and want a zero cost option they aren't too bad.
