Most of these opportunities are not really advertised, but they are out there. My advice would be to compile a portfolio and send it off with a prospective letter / CV to anyone he is interested in working for.

Forget emails/letters.
Get a portfolio printed in hard copy and start knocking on doors, literally.
Get him(*) to make sure that he does his homework & research first, ie find photographer's/agencies' addresses, know their style, market/genre and the names of the key people, and then start cold calling, preferably personally but if not then by phone.
Emails are easy to ignore, someone standing in front of you is a lot harder. It shows initiative, gives a far higher chance of his port actually being looked at and is good practice for the future.
He needs to do this off his own back, not with you doing the spade work btw. Just nudge him in the right direction.
