I asked a similar question earlier on this year, basically asking if I was to use CoPilot abroad, do I get charged for internet roaming. Now, similar question - If I turn of mobile data, and then go into location services and again ensure everything but location for co pilot and camera is off, would I be charged? Does the camera GPS use a different system or anything? I ask because I'm going to Germany next month and want to record the exact location I take photos as I have been doing over here, but not if there'll be a hefty bill when I get back.

GPS doesn't use the data service.

Maps uses the data service to download the map from Google.

Location services just allows apps to embed the GPS data from the phone into the data used by the app. You toggle it for privacy reasons, not data consumption.

Prove it to yourself by switching the phone to airplane mode then seeing what happens :)

Just to expand - GPS doesn't need to use the data service. It will often be faster to get a fix if it's allowed to use data from nearby cells to figure out where it is. But if you switch the data off it'll still work, albeit slightly slower.
