Iphone/ipod and Apps

Hi, Ok I can fix a computer but I have no idea about apps on phones. However there is an app out there that can calculate the shutter speed required when using a 9 or 10 stop filter, what do I need to actually use this app?. I am not looking for an all singing all dancing phone just one that I can use the app on, I no there are downloadable/print off ones also but as I need a new phone, so can anyone send me in the right direction.

To answer (sort of) your original question: if it's an iPhone ap you will need a to buy an iPhone; if it's an Android ap you'll need an er... Android phone. Could be a Windows phone ap I suppose...
