Is there a big difference between these two?

I'm looking at replacing the Canon Kit lens for a faster lens with a little more reach.

You all know what its like once you start reading and searching the net, it can become confusing!

I have seen this lens but note that there are two versions. Apart from OS and the HSM (motor?) Is there a difference in optical quality? I ask because I would rather not spend the extra and I question the value (unless you tell me differently) of OS on a small lens.

I just got the non-OS version from "Classified" here

really excellent - early days but I dont feel I need OS at 70mm
having said that I've mainly used it at the wide end - and have a Nikon 55-70 "VR" should I need it

also bought a £10 Bean Bag here, and that really helps stabilize the camera
 
nope... just hsm and os... there the only differences... optically should both be pretty good... from my previous experiance its a very under rated lens
