Is this a good buy? (Canon EF 70-200mm f/4 L USM)

That place should be your first port of call when comparing prices, everything on the list there will have valid UK warranty :)

EDIT: Not to say that stuff you buy outside UK won't be honoured here, but there's always a chance it won't be.

Interesting to note that that eBay seller sold over £30,000 of equipment through eBay in November alone, but they're not charging VAT. That's got to be illegal. I think it's a real shame that eBay don't crack down on people like this.

As a trade agency for our UK and overseas business partners, normally, the goods will be directly sent to you directly from our business partners. We reserve the rights to choose the nearest available vendor (either in UK or outside UK) to dispatch your order.

That's their explanation for it apparently, although I'm not sure exactly how legal that is.

Not legal. VAT has to be paid on imports, and has to be charged to customers, regardless of where the supplier is.

They're probably hoping that the item won't be noticed by UK customs. Or maybe they intend to misrepresent its value.

Well account was only open in July so they probably going the way of many other shops where they trade under the name for as long as possible until customs catch up and then disappear and appear under a different name.

Yes, probably. It's very depressing how unscrupulous people can get away with it like that.
