Yes
Entries must not have been previously published and will be judged anonymously.

Each entrant retains copyright but by entering the competition it is deemed that permission is granted to the Park Authority to reproduce the images at no fee for future promotions and publications, and on our website.

Please note that entries cannot be returned and it is recommended that you retain duplicate prints of the photographs where possible.

Any pictures containing children must have written permission from the children’s parents/guardians for the photograph to be used with no future claim for publishing or financial rights and this must be attached with the photograph.

In otherwords is giving away free future useage by 1 user a good swap for the chance to win a competition?

i guess it could depend on the prize... i looks like they could use any entry pics but with only one winner..... easy way of getting a good stock libary...

No, that sounds more like a way of getting cheap pictures than a legit competition. I certainly wouldn't enter that.

It is quite common for prize-winning pictures to be freely used in close connection with the competition, but not all entries. That's bad.

It is also quite common for competition organisers to not fully realise what they are doing with restrictive clauses like that, and to change the wording to apply to prize-winners only. It's actually in their best interests, as it will encourage good photographers to enter.
