IT JUST SAID :WE 'RE SORRY,BUT WE CAN'T SEND YOUR PAYMENT RIGHT NOW.
NOW ,I HAVE UPDATED MY CREDIT CARD ON PAYPAL;BUT THERE IS NOT A BANK CARD IN MY ACCOUNT ,IS THAT THE REASON I COULDN'T PAY? I HOPE SOMEONE CAN HELP ME !

This happened to me once and it was because the seller had put an incorrect e-mail address in for their paypal account. The address they'd told me to send the funds to didn't exist as they'd used .co.uk instead of .com. They fixed it at their end and it went through fine next time.
Conact the seller / ebay / paypal. I'm sure one of them will fix it.

I reached my paypal limit once and had to get it put up which halted a transaction. Might be a problem with your bank or some fraud prevention method might be worth phoning them if you do telephone banking. Just double check you entered all the details correctly as a bank card does usually show linked to your account I think?

So many possible answers, firstly contact the seller as you won the item they are entitled to receive payment. If I was selling the Zeiss lens and someone won it but couldn't process the payment I would expect at least an email stating this or else I would relist the lens! Next you need to use paypals admin tools to work out why it didn't go through else contact paypal.

As we don't have a complete story we really can't offer any meaning help.

probably an online issue, I recently tried to complete a purchase and got an error message, tried 5 mins later all went well

eBay recently went down forseveral hours, mobiledevices could still access it, leaving a lot of unhappy sellers when their items sold for far less than anticipated due to few being able to place bids
