Why do some printing labs offer matt and others dont?

also what is Lustre?

Strange,they usaully offer both......lustre is a cross between matt and gloss, a good option if you cannot decide...

I opted for the lustre in the end.

I was looking at DSCL and Sams photo lab, unless I missed something i could not see an option for Matt!
