I would suggest either the 17-55 f2.8 or the 24-105L. Bot have IS, both can be had for that money used. I have both and the 17-55 is a fantastic walkabout on my 7D. I tend to use the 24-105 on my 6D, but it's pretty useful on the 7D too.
17-55 and 15-85 seem to be the most popular upgrades. Personally I preferred the better range of the 15-85 as I didn't need the faster speed of the 17-55. I also have never put my 24-105 on my 500D.
I walk about with a Sigma 35mm 1.4 or 85mm 1.4. Your budget could definitely get a used one, and the 35mm is about a 52-ish mm equivalent on your body.
You will notice the difference in weight - that 24-105 is fairly heavy. If you're used to the the 17-55, the 24-105 is a full 2 stops slower, so take that into consideration also. I'm lucky, the high ISO performance of the 6D means I don't really miss those 2 stops
