Have a copy of the siggy. It does the job.
Not used the second so can't comment specifics, however on short lenses I do not need VR so would go for the 2.8.

The 24-70 2.8 is the current lens that retails for the price you quoted, earlier posts refer to the predecessor which was the 28-70, not quite as wide but a stella lens and built like a block of flats. It's available for around £600 used but they don't come up too often.
