Lens Hood

If we're being really pedantic you should use the lens hood for the specific lens its designed for.

That doesn't mean there isn't some overlap and in reality you may well get away with using a hood on more than one lens. It's not going to hurt anything to try it.

If they physically fit then yes, you can use the same hood for both lenses.

Even if it fits, you could get vignetting if the hood is too long/narrow for the lens, and flare if it is too short/wide. Try it and see.
 
If the hood is for the 28-80mm then this is designed for a full frame camera. Since the 18-55mm covers a similar field of view as the 28-80mm on a crop camera then I would not expect any vignetting.
And definitely none the other way
