levels help

When i open a raw image in photoshop cs4, if i use "auto" and it does the levels as if it was underexposed, but then when i open the image and look at levels it says overexposed.

Which one should i go with?

Dont use auto. Look at the histogram and learn to decide what to do. Curves is a better option in most circumstances.

Not the best explanation i could have given. meant to say "auto" in "camera raw"
camera raw say the photo is underexposed and ups it, then photoshop say the other way round
Would you set your exposure in camera raw or in Photoshop with curves
