Lightroom and reformatting laptop

My laptop needs a reformat. I've watched a few videos showing lots of different files that need to be backed up. Catalog, presets, watermarks etc etc
All these live in different locations, why oh why isn't there a simple "Back Up" that backs up these files and then lets you "Import" them onto a new PC or laptop?

There is : it's called Syncback and it may be not as simple as you could want but it's certainly as powerful as you need for what you say

Because it's getting stuck on the Microsoft load page. I can only start in Safe Mode.

sounds like a hardware/driver issue then perhaps.
