I wasn't quite sure what I was supposed to be looking at in the picture and didn't pick up on the office sign. You set yourself quite a difficult challenge to get good overall exposure.

For me, I think you need to decide what you are trying to do with the scene:
- ?draw attention to the 'climb to get to the office' element by homing in on it a lot more (?if this was your aim then ?need for foreground is reduced?), and having the format as portrait rather than landscape
- contrast urban decay with urban renewal, again by focussing on smaller area
Focussing on a smaller area would also reduce exposure problems of the dark alleyway and light scaffolding
