Low Light Focusing...

Theres a few different issues it might be. Are you using all the focus points or just one? The camera actually needs something to focus on, sometimes just moving the focus point over an edge of say a table (whatever) will give it something to focus on, blank areas with low contrast are famously difficult to get with auto focus. Some cameras have a focus assist light, I don't know if your model has one, if not sometimes a small torch will give it enough light to focus, or use the one on your flash if you have one.

put a singer slightly off centre, and put a mic stand in front of him/her....

it will focus on the mic stand everytime :p

open aperture I take it? AI focusing? any examples with EXIF information?

the more light the better the focusing...the only way to improve that is to upgrade the camera body really

With a 430EX on camera is it possible to use that to help me focus but when I press the shutter, not to fire the flash?

Hope that makes sense.

Yes, focus, then turn off the flash. It's how I sometimes do long exposures in abandoned buildings.
