Definitely pushing it a bit (the thickness of combined camera/laptop bags always cuts it fine). Using the usual confidence tricks you may get it passed, but you could have to do that six or more times on the trip (and I've seen people turned away by security for oversize at one airport after they'd checked in - Schoenefeld, by the way).
It's not so much a case of whether or not anyone else got through in the past, but what would you do if you were refused?
I've got through with oversized before (about the same size as the PR450), but I always had a plan on how I could ditch some internal padding from inside the bag and crunch it down to the right dimensions, and known exactly what I could pull out and put into hold luggage and where it was in the bag.

Strictly one item of cabin baggage per passenger (excluding infants) weighing up to 10kg with maximum dimensions of 55cm x 40cm x 20cm is permitted. (handbag, briefcase, laptop, shop purchases, camera etc.) must be carried in your 1 permitted piece of cabin baggage.
Extra/oversized cabin baggage will be refused at the boarding gate, or where available, placed in the hold of the aircraft for a fee of £50/€50. If you are unsure, check at the Bag Drop desk before going through security.
Whether or not that answers your question I can't say, some airlines are more lenient than others. I'm sure if you contacted them through official channels they would say no.

Cheers, i do have another smaller bag but no laptop holder, i may try run in a try see if it squeezes in the bit where you can test it and if not swap some bits over, i am with other people so will be able to put some in theirs.
