Hello,

Can I use a flash gun on the cold shoe of a Lubitel lomo tlr,
Is it just a wire? Where can I get it what might it be called?

Yes you can, I used to do it. You just need a flash sync cable, you can get them for a couple of quid from ebay or a decent local camera shop. Has your flash got a sync socket? If not you might night a cold shoe adapter too.
 
Depends on what lubi you have? My russian 166 and the 166+ has a hotshoe but the Universal and 166B takes any hotshoe flash with an X Sync cable.

or you can get a cheap Sunpak or vivitar off ebay for actually only a few pounds.
The one I've got on my Lubi 166B is the Sunpak Auto24
