Does anyone know how I can stop the HD in the Time Machine from spinning down?

it will be controlled by the built in software which does not give the user access to change things like that. I doubt you can do anything about it without breaking the protection and voiding the warranty. You can pick up an older mac mini for the price of a time machine and use that. That would be a far more flexible alternative.
 
Thanks. I was afraid of that. I was trying to use it as NAS but the fact that it would so promptly spin down was causing probs with one application.

I'll have to blow the dust off the old NAS drive that hasn't been used for a couple years.
