Manfrotto 484RC2

I just bought a Manfrotto 484RC2 with quick release plate and not sure if it is faulty or not. Should the lever for the quick release plate go all the way round when the plate is in?? Mine doesn't look like it goes back far enough.

I've got the 234RC head and I seem to remember the first few times the plate was tight, and I had similar worries to you. Might be worth popping the plate and playing the the release mechanism just in case it needs opening/closing a few times to loosen up post manufacturing ?
 
I've got 3 Manfrotto heads, all with the PL-200 QR plate (like yours) and they are all the same - if it went all the way in, it wouldn't be gripping the plate properly...
 
Normally it is held in tight with only a small movement of the plate. When you open the plate, (I can see a small brass pin) did you press that in to move the plate fully back?

The other thing to check is on the underside of the plate, there is a screw thread which secures the pivot plate, you will need an allen key to tighten it - if this is loose it can allow the plate to swivel.

ah always thought it went all the way in, makes sense now

sometimes need to push the lever in slightly so I can lock the plate in with brass pin, guess it just needs to loosen up a little
