Yesterday McAfee released Dat update 5958 which recognises svchost.exe as a malware file and deletes it.
This causes the PC to be unable to start services and you get stuck in a crash reboot loop, or you can log in and have no start bar and then it reboots with a DCOM launch error and the 60 secs to reboot countdown.
Dat 5959 was rushed out to fix the problem, which seems to only affect Windows XP SP3 machines.
It's a simple fix, so if you have this - don't panic. It's actually easiest to remove the system drive and replace the files externally.

I had this on my home pc last night and we've had a few work pc's affected
