Micro WORD, am struggling

I had some information sent to me in Word some yrs ago, each time i hover over text which is coloured blue there is a little box that appears giving the authors name, details etc.
I would like to do the same in a document i am compiling.

Can anyone tell me how this is done please.
Microsoft Word 2003.

Probably something to do with tracking changes or comments.

Display the reviewing toolbar, click on insert comment.
Used to work on Word 2000
