Saw this last night.
Ice crystals in the upper atmosphere causing an observed 'ring'.

Bit of jiggery-pokery to get the ring perimeter to show up.
I'd have used my D800E for this shot, but the widest FF lens I have is 24mm, which wasn't wide enough.
I fear more money being spent!
