OK so last week I was up on Dartmoor messing about with slow shutter photography, which gave the water a nice effect, but how do i create the fog ? you know, steamy water.. The ND i bought covers 2-400, has anyone had any use with these? Thanks in advance.

For a start, you need quite a lot of movement in the surface of the water - rain splashes are ideal but less pleasant to stand/sit out in during long exposures! Some of the resevoirs have birding hides - could be worth getting to one of those when it's raining to try a few different exposures to get the effect you're after.
