Which is best without spending a fortune. I will have a budget of £140 ish.

Would like a kit with a few filters included and an adaptor ring to get me started

Any help will be great
 
For your budget, Lee Filters would be out of the question and they seem to be like gold dust, unless someone is prepared to sell them second hand. Most people tend to keep them though..

Hi-tech filters seem to get good feedback as an alternative and if you're also into long exposures, they sell a 10 stop filter which is about half the price of Lee's Big Stopper and is readily available. Waiting times for a Big Stopper back order seems to be in the region of 6 months everywhere
 
Yeah I did want the lee filters but noticed the price, not been tight but want to buy a 10-20 lens or something in that region too so got to decide the budget.

Never seen the hi-tech filters but will look.

What about the cokin stuff?
 
Keep an eye out on eBay. I got a barely used ND soft grad set, adapter, and lee holder for £150 a few months back, so they do come up cheap sometimes

My next choice would be hitech, and I'd avoid Cokin like the plague, but just my opinion. The z pro range are supposed to be good, but I haven't tried them and have no intention of doing so.
 
Look at the Hitech 100 series, your budget would get you a filter holder, adapter ring and either a hard- or soft-edge ND Grad kit (0.3, 0.6 and 0.9). I'm converting to Hitech 100s from the Cokin P series because whilst I can cope with adjust for colour cast in post with digital, it's something I'd rather avoid in the first place using film.

If you're going to get a 10-20 lens, make sure you get the wide-angle holder and wide-angle adapter ring to minimise vignetting at wider focal lengths. There was a thread recently on this topic where someone discussed a new filter holder that Hitech (I think) were bringing out.
 
You could probably cobble together a Lee Foundation kit, adaptor and a couple of hitech grads within budget.

I just had a look on the Teamwork Photo site and for £142 + delivery , you could get a Lee Foundation Kit (holder), a 72mm Adaptor Ring (I've no idea what size you need, just an example), and two hitech grad filters. That's more or less the approach I took. It would be nice to see one of the magazine do a review of the different 100mm filter holders but I haven't seen anything. In the end I went with Lee as they seemed to be the top of the tree. I'd have loved the actual filters to be Lees as well but that might come in time. The hitechs seem a very good compromise.

I have Hi-tech ND filters in standard and graduated. Also a 10 stopper.

They aren't neutral - slight purple castl. Because they are black(ish) plastic they attract dust like nobodies business. And they scratch easily too.

I haven't tried any Lee filters, so can't really compare. All I can say is that I'd look at an alternative to Hi-tech next time around.
 
Thanks for the info I will have a look for the Hi-tech system and keep an eye open for the lee system too.
