I doubt it's IR, Simon. IR makes relative heat visible. The leaves and the grass would have to be 'warm', relative to the other objects in the image, to show up white in an IR image. Somehow I don't think the leaves and the grass are much warmer than the water. Also, the clouds, being white, would be relatively warm in this shot (if it were IR), whereas in reality clouds are far too far away to make their temperature (difference) registerable to the IR filter.

Try 'Replace color' if you want to emulate this pic.
 
That looks very much like IR to me. It can't be faked in Photoshop that I've seen. Get a Hoya R72 filter and hope it works with your camera and lens.

The image you showed in the post is too large and may also be subject to someones copyright.

Infra red for photography is just off the visible spectrum and the odd effects are from green things being highly reflective to IR from the sun not from being hot. Think I read somewhere that you might get an image from something over 250 deg C! Thermal imaging is something else entirely.
