it needs to be locked at the smallest f-stop surely, the f22, anyway that's how these aperture ring type lens works for digital camera.

on the new digital ones, there is no aperture ring mechanism, it's controlled by the camera
 
the lens need to do that for the camera to control the aperture settings. you will still be able to choose f1.4 2.8 4 etc etc even it says it's locked at f22. this is controlled via camera not the lens's manually
 
depends on how bad your lighting is, and depend on what you shooting,

typically indoor u want shallow DOF for people thus large aperture which is also good for limited lights, and upper your iso accordingly until you get a decent exposure. your camera will tell you that in the view screen. tbh i wouldn't go further than 800 on d40. it gets noisy every quickly.

alternative is to use the onboard flash with long shutter speeds and rear curtain. 1/20 or 1/15 and you can quite good effect
