Yes
The Christmas lights are turned on tonight and I want to take some pictures of the events.

There are bands, carol singers and a parade from this years panto cast.

It will all be open air, I am not sure if there will be a stage.

What is the best way to use my flash (Nikon SB-600) outdoors, assuming I should be using it at all!

Go for a long enough exposure to allow the ambient light in and use second curtain flash to freeze any movement as the shutter closes.

Depending on how much activity there is you may have to sacrifice a little ambient light and up the ISO/shutter speed to stop motion bluring.

Should I be aiming the flash directly at the subject, with it being open air I don't see how I can do otherwise.

Yes, depending on distance to subject you may want to use a bounce card or some kind of diffuser to avoid it looking too harsh on subjects near to you.
