D7000.
Proper manual controls and handling. The D5200 has one command dial, which means to change aperture, you have to press and hold a button while turning the dial, and as the dial is on the back of the camera, this is impossible with one hand, so the whole thing turns into a massive pain in the ass. The D7000 has proper dual command dials - aperture under your index finger, and shutter speed under your thumb. You don't even need to take your eye from the camera to shoot manually.
Forget about the D5200's higher res... the D7000's 16MP will be plenty for the vast majority of people. If you don't actually print your work then 16MP is massive overkill actually.
Ideally.... a D7100 would be the logical choice if budget permits... but between those two, the D7000 would be my choice over the overly plastic, poor ergonomically designed D5200.

The differences for me would be the 24mp sensor and swivel screen against the 2 dials for altering aperture/shutter speed and the in body auto focus motor. For me the two dials would be critical as I use cameras in manual mode with auto ISO, being able to alter shutter speed and aperture by dials without going the menus saves a lot of time and could be the difference between getting the shot or not. 16mp on the d7000 still allows a bit of cropping and I have never had a swivel screen so I don't miss what I've never had.

The problem with this mega-pixel arms race is that 16MP makes it sound pathetic against the D5200's 24MP. In essence however.... in the real world... 16MP is absolutely fine. At the 240ppi the camera defaults to, a D7000 file prints at 52cm across without any resizing, which is almost A2, and it will still look OK.. so if you don't print much (or at all), it's over-kill!You only really need more if you regularly print over A3 and need perfect quality, or need to crop all the time.

[edit] Good point about the in-body AF motor... it gives a MUCH wider choice of used lenses. Also.. with your D80 you already have 2 command dials... you'll miss it with the D5200.
