I have been using my D700 for night long exposure photography and i have been wondering, is there any advantage of using "L 1, L 0.7 & L 0.3". Do they add anything? Do they reduce noise (is that possible? noise at ISO 200 is invisible on D700), add dynamic range?

Any thoughts please :)

they are worse than iso 200. the camera is overexposing and recovering. it is only for if you need to slow the shutter speed for some reason.

Why don't you try some test shot and tell us what you think.
 
use 200, noise reduction on, bulb, mirror up, cable release this should offer good crisp shots, havent used the extended range as the 200 is good for long exposure shots.

Is it better to use my ND8 filter if i want slow shutter speeds then?

Why don't you try some test shot and tell us what you think.

I was going to go to the beach today and see what it was like, but it is snowing here in sunny Norfolk so i think il do it another time.

The low and high ranges are really "emergency use only", apart from anything else, they lack dynamic range.
 
I've seen very little loss of DR using LO settings on a D700. It's probably there, but you'd need to start pulling out test charts to see it IMO.
The LO settings are pretty useful if you need to get a longer exposure and don't have ND filters.
