Nikon ML-L3 Remote Control

In the manual p. 147: "Selecting Enable release allows shutter to be released when no memory card is inserted", so you can test away...

But otherwise, you're right. The D3100 doesn't come with IR remote receiver... oddly enough?! so the ML-L3 will not work.
Must it be wireless, look at something like Yongnuo RF-602 or 603 f.ex.
 
As far as I know, no, that IR remote control - or any other makes - will not work on a D3100 as the camera isn't equipped with a IR receiver - which does strike as being a bit of a backwards step on the D40! And I should know because I once had the D3100 (now upgraded to the D7000).
You can get a wired remote shutter that will slot into a small USB-like socket on the camera, and in a way I prefer that as 1) you don't lose the control as it stays attached to the camera and 2) you don't need to have it facing the camera, plug it in and it's good to go. The only drawback is not being able to take photos from a distance using the remote as it is all wired (I get around that by using the camera's 10 second timer).

i got the remote in a package that was on offer with the D3100 whee you get a bag and a few other bits for £30 should of been £129.99 for the full lot

when i looked it looked like it was not possible thats why i thought to double check
