Does anyone know if this will work off camera with a D90 ...thanks in advance

Yes it will but I don't think you will be able to shoot TTL, You will have to use manual. If your looking for a decent cheap flash best bet could be to get the Nikon SB-800 or SB-600

SB-600 a great flash and best to get something like a 600 as it is full compatible
