"Nottinghamshire Police is recording incidents such as street harassment, verbal abuse, unwanted physical approaches and taking photographs without consent within the hate crime definition."
As far as I am aware English law states that no one has the right of privacy in a public place as regards being photographed and to change this requires an Act of Parliament. apparently the Chief Constable considers that he is above this and can make up his own rules as he goes along.
His English language skills aren't too good either, it should be 'are' not 'is'.
