Don't think it's OoF - it's camera shake!

Unfortunately I don't have the technology or the skill. It's next on my list of things to learn/buy! I barely understand lightroom, in a similar vein, my computer barely runs lightroom!

If you have Lightroom - you have the technology! Press F1 and type - spot removal/clone!
