Can anyone recommend from personal experience some software to create and distribute .pdf fillable and saveable forms?

Ideally on a mac - otherwise must run on XP.

And, ideally, considerably cheaper than Adobe Acrobat Pro.

Save yourself some time and just go with adobe acrobat pro. I use it a lot, on my mac, for exactly that purpose and it works very well a it should as they own the standard.
 
A free pdf creator I discovered some time ago is PDFCreator - http://www.pdfforge.org/pdfcreator - I haven't used it myself, as I currently have no need to create pdfs, but my sister has used it and it seems to work OK. Not sure about being 'fillable' - presumably that means you want others to be able to enter information into the file? But you can certainly email the resulting file.
 
Fill able is the PDF firm creation ability. You can set up fields such that they can be entered electronically and even validated. Once send in you can extract that data entered easily in other computer system or use an XML parser etc.

Sure there are lots of PDF creators and the mac has it built into the os so there is no need for that. This is a very specific function.
