Photo Editor, is it good?

No personal experience; the reviews are good but are a few years old so I'd like to see something newer before accepting them as a guide.

There is no harm in giving it a trial.

Another free option is Paint.Net which is a very impressive piece of software.

Not that I've any vested interest in that product; only that it's impressive for a freeware product.

It's a zip file so depending on your version of windows, you will be able to open it natively or else you need something like 7-zip (a quality freeware zip program).
 
If you wanna keep it simple, you may consider FastStone :)

Also GIMP is an open source and considered as powerful as Photoshop if you fancy delving deeper.
