I would have googled it but i cant remember what its called lol so I will try to explain.

Its to do with have several images of the same picture, and all the layer get blended together keeping the sharpest sections (or some thing along those line!)

Can CS4 do this and what is it actually called?

I think you mean focus blending stacking, yes CS4 will do this.
It's often used in macro, lot of diffrent focused layers are stacked together to increase apparent depth of field.
 
Try this:

Select all the layers you want to blend.
Then...
EDIT / AUTO-ALIGN LAYERS
Then...
EDIT / AUTO-BLEND LAYERS
