Pop up flash problem

The pop up flash on my old 20D only works in auto modes as soon as I try it in any other it doesn't pop up or fire my gun

because as soon as you get out of the auto modes you make the decisions not the camera. You need to tell it to fire

Thank you, yes I know that, but it still won't pop up. I only tried it in auto modes as I wanted to see if it worked and it did.
