sticking out of a car park in Bordeaux ...... not sure what was the purpose .... it was not advertising anything ...... just placed there ...... maybe to attract people to the car park

There's a shot of it available through Alamy ( http://www.alamy.com/stock-photo-ja...-the-wall-of-a-multi-storey-car-50900068.html ). Looking at the Alamy one, there appear to be brackets holding it in place from underneath. No bits of re-bar sticking out of the stubs of concrete suggest that it's an installation rather than Mrs Morse's parking skills!

Maybe the local tourist information office could tell you? Art for art's sake would be my guess - makes a rather uninspiring concrete structure a little more interesting.
