f2.8's always where it's at imo.... if you never need it anywhere dark though (ie 1/200th min at whatever iso you can tolerate), then the f4 is meant to be tack sharp...
It depends! If you need f/2.8, then there's only one option. If you're going to only be using it at f/4, the Canon is probably the better, lighter choice.
I had a 70-300 IS USM, and sometimes I found f/4 at 200mm not fast enough, so went for the sigma (which has no focussing issues). I thought it was front focussing at first, but I soon realised it was sloppy technique, and now I'm as happy as anything with it
get the f4 then. It's relatively small and light, you're probably ok without a tripod ring tbh, though it might be a bit harder to balance on a gorillapod.
I think that unless you need an f2.8 lens than the Canon would be a much better choice. I have owned both of these lenses and the Canon is sharper, faster focusing and deliveres truer colours.
