Yes
I have a Nikon d40 and I'm about to get the twin lens kit that's from 55-200mm... now my question is, with the current lens that came with the camera (18-55mm), the background gets a bit blurry, but not as blurry as I want it.. this is how I want it http://meemo.deviantart.com/art/Along-the-road-Green-65086331 but the lens I currently have doesn't do that ( I don't think). I'm guessing this is because I need the 55-200mm lens, am I right about this? because I'm about to get it.

It's more down to the maximum aperture of the lens, and the relative distance from the subject that defines the blurry background (bokeh). Might be worth experimenting a bit more before you buy a new lens :)

Try getting closer to the subject, then further away to see what difference it makes :)

does the aperture come with the lens or camera? like if I put a different lens in would the aperture change or stay the same because it's in the camera?

Yeah it does. thanks a lot! I appreciate it. I'm pretty new to it too actually  this is the first professional-ish camera I've haaaaaaaaad!

If you want a real nice blurry background, then you will need something like this,

http://www.amazon.co.uk/Nikon-F1-8D...2?ie=UTF8&s=electronics&qid=1210779665&sr=8-2

its cheap and really sharp, and great value for money. Go into a store, and try it out, if you dont like it, don't get it. Best to try out lenses before you buy.
Oh right.. but if I were still to get the lens 55/200, would that allow me to zoom in more too?

sorry I'm like really newish at the lens thing

That would allow more zoom yes, but you would not get such a blurry background with a lens like that. It all depends how much money you are willing to spend. Again, its good to try out a lens at a store :)
