RAM and latency??

A question about RAM for the experts here, where latency is concerned I think I understand that the first three figures need to be as low as possible and the fourth as high as possible??? is that correct??

Let me put it another way:

Would a RAM module with all other things equal of timings of 8 8 8 24 be better than one with say 9 9 9 28 ???? or the other way around
