Derek, It really depends on just how close you want to get and what things you want to photograph.
If this is of any help to you I have and use both the DCR-250 and the MSN-202 Raynox attachments and have found them to be very good indeed. One of the lenses that I use them on is a Fuji 55-200mm which equates to 83-300mm on my Fuji X-T1 and I have found them to be just about right.
I also sometimes use a 10mm & 16mm extension tube with this lens together with one of the Raynox units. So in my honest opinion you may find the DCR-150 not quite as powerful as you really need, once again it depends on what you want to take photographs of and how close you want to get.
With regards to a Focus Rail, they are very useful if your subject is stationary and is going to remain that way and of course you need to be using a tripod etc. Other wise they are of little use, I focus manually and use a rocking forwards & backwards motion to get subjects in focus which is the way I'm sure most macro photographers work.
If you take a look in the Macro/Close Up section of the forum under the "Show Us Your Macro Rig" you'll get a very good idea of just what equipment you really need.
It wouldn't surprise me if some of the other folk that shoot Macro/Close Up reply with advice that I may have missed.
Having used both I would recommend getting the 150 first then progressing to the 250 once you have got the knack of using them, You will get a much higher failure rate if you jump in the deep end with the 250 first.
The 150 on your 70-300 would be more than powerful enough for flowers and Garden Spiders etc, the 250 will get you a lot closer but may disappoint you enough to begin with to make you stop using it.
