As Steve says, it depends on how long it's been on the shelf. I doubt many sellers would have such an amount of stock for it to still have the old firmware though. It's easy enough to update it yourself though, the instructions are easy to follow if you have to.
I ended up buying a new manual so I could have an 'in hand' edition instead of an electronic version as there is quite an addition to the original, but the new manual should be in with the camera with the new firmware.

Its not such a big deal if it doesnt come with the latest firmware. Its very straightforward to download the file from the Canon website and get it on to your card. Takes but a few minutes to load in.
The instructions on the accompanying downloaded file are very clear too
