Reducing a Portrait Image

It is possible to reduce a portrait picture to a size of a passport photo, ie 61x61. It is to be used in a banner, I am new to photoshop elements 9. But dont have a clue how to do this.

oh yer got that, then you change width and height in the option box. Thank you Matt
