Ring Flash

You tend to use them for closeup macro shots to evenly light the subject . Some people also use for portrait work .
 
I use a Sigma EM140DG primarily for studio/portrait work...it gives a great 'circle of light' in the subject's eyes as opposed to the silhouette of some bloke taking a picture and one or two flash heads inside umbrella reflectors. Look closely at the eyes on big posters advertising perfume, etc. and see what I mean!
 
fashion or macro, both need v diff ringlights :D

that one might work for macro I dunno but a gn of 14 is **** and it would be useless for using at real working distances for fashion and portraiture
 
Ring flash like the one in your link are meant for macro / close-up photography, as there main use, I have the sigma one also and use with my sigma 150mm macro mainly but have used it with other lenes. As already said it not really powerful enough for portrait work. although if you got other lighting in you might get the effect you after as long as you not to far away.

There are ones that you can attach to flash guns, There are also ones that you can run of battery packs which is more likely being used for those Advert shots but a bit of over kill for macro!

The one in your link looks good value and will give you a start if you wanting to use that sort of flash and get in to macro. I know so togs use a normal flash gun or two which are mounted on brackets when doing macro.
 
I've got a Rayflash which clips over a Canon 580EXII. I use it mainly for portrait work as a smooth fill light in conjunction with a key light such as an umbrella. Sometimes I'll use it on its own to get that ring-flash shadow which is very nice. The Rayflash is a cool accessory - lightweight and simple to fit, and easy to shoot with.
