More MP can be useful if you crop alot or print out BIG, your 400D should be able to go to A3 with good qaulity. On the other hand more MP on a small sensor can create more noise, that said however the 550D reviews well for noise handling. Basically IQ will be the same in most cases.

So much better? no. Would I take it over the 400D? Yes... But not for a lot of extra cash. The natural progression from a xxxD series is to an XXD camera, or now the disappointment of the 60D has set in, to a 7D, quite a price rise, but well worth it.

The sensor isn't better. But the sensor isn't the only thing that matters
the 7D shoots at 8fps, is weather sealed, has AF microadjustments, is metal bodied, has a much better AF system, 100% viewfinder, pentaprism instead of a pentamirror, to name some of the more obvious advantages.
So even with the same sensor, it is indisputably a better camera.
