Just curious roughly what settings I would use to capture a mmoving car, so the car is clear and background blaired by following the car?
 
The technique is called 'panning'.

Here's a decent guide to get started, although it takes a lot of experimentation and practice to perfect the technique.

A decent 3 way tripod head rather than a ball head is also useful if possible.
 
'Panning' is your method otherwise a fast shutter speed to simply 'freeze' your car will also freeze your background.

The shutter speed required to keep the car sharp will depend on how blurred you want the background. The lens you use (aperture size) and available light will also determine how fast your shutter speed can be and how blurred your background will be. Results will also depend on how far the background is behind the car and what distance you are from the car. Whether or not you want blurred wheels will be a deciding factor too.
