Shiny Specs on UV Filters

I've had two or three Hoya Pro-1 Digital UV filters over the last couple of years with one or two small, shiny specs on them from new - presumably caused by part of the manufacturing process. The specs can't be blown, brushed or polished off the surface of the filter. I'm wondering whether anyone knows if this is normal, whether I should be rejecting these filters, and whether it will likely affect any images taken. Appearance is like a small silvery dot. Size-wise, we're probably talking 0.1-0.2mm in diameter? I know tiny bubbles in the optics of Nikon lenses is normal, but is this? It seems to be for me at least...

I had that on a new lens that arrived yesterday and could see similar spots on metal parts too.
The lens is going back for other reasons otherwise I'd have wiped them off.

Looked like they would wipe off OK.

The important thing is if they show up in shots or not. Photo a plain light wall at minimum aperture (i.e. F22) and see the difference with filter on and off. I have numerous Hoyas and all over time get the same thing you describe but so far nothing bad enough to effect the pics. Hope that helps.
