Shutter Speed

Yes
I understand the need for a tripod when using a slow shutter speed - but, does that mean that a slow shutter speed should never be used on moving subjects? (unless of course you want to get some sort of effect)

I would imagine that a 10 or 20 second shutter speed on a windy day would show blurry trees or if there are people in view they will be blurred? So are slow shutter speeds something that is reserved for special effects?

Yes anything moving will be blurred, or in the case of an exposure that long you'll probably get a ghostly trail as they walk from one side of the frame to another.

Ah! So that's it then? Well...on to ISO. I see the need to use a higher ISO thanks to the shutter having to be fast, but I notice that if I ever go higher than 400 I get noise - is there a way to use a really high ISO and not get noise? Or should I just do whatever it takes to keep it low?

EDIT: back on the slow shutter theme - if I wanted to shoot a still person on a slow shutter speed so that the traffic is blurring past in the background like I have seen around the net a few places, do I just have to get my subject to stand as still as possible, or is there some secret? e.g. two merged photos?

If you look at a motorway or any road that shows the car lights in one long stream of red and white then that is a long shutter speed.

As light fails you will notice the shutter speed get longer too to allow more light in too. i am sure someone else will have better examples of why and when to use a long shutter speed

Tripod, long shutter speed, patient model, second curtain flash even.
